All signatories agreed to cooperate to reduce the risk of emergency in the event of animal diseases (EEAS) and to share the authorized cost of EEAS responses. EADRA also offers an innovative framework (see below) to combine several dynamic approaches to the fight against EADs. The U.S. government recently pulled The Gambia out of a trade agreement in response to a series of human rights violations, including a law passed last year that imposed life sentences for some homosexual acts. All parties agree to participate in an EEAS response by informed and empowered representatives who cooperate to determine and guide the response. This unique approach allows effective participation across national and territorial boundaries and gives a “real voice” to each participating industry. All parties are committed to maintaining the ability to ensure early detection of an EEAS – and respond effectively to it. One of the main objectives of the Bonn Agreement is to facilitate cooperation between contracting parties in response to major maritime disasters and other emergencies. Effective and efficient cooperation requires a common understanding of many issues such as command structures, communication, organization and claims management. To ensure this common understanding, these issues were outlined in the Bonn Manual on Pollution Control.
In addition, participants assessed their approval by a series of statements specific to their moderators, with a scale of 1 – highly inconsistent, 2 – inconsistent, 3 – favorable, 4 – highly consistent and N/A; Responses to Agreements 1 and 2 include a “disagreement” category and the approval responses of 3 and 4 were grouped into a “consensual” category. The European Maritime Safety Agency (EAMS) also supports the Bonn agreement countries with complementary operational services, namely a satellite oil pollution monitoring and monitoring service (CleanSeaNet), a network of vessels guarding for offshore oil pollution and a specific information service (Mar-ice) on oil spills at sea. While some lawmakers have expressed concern about the deal, Washington`s response has been largely moderate. To facilitate the information, descriptive differences were made using agreements of 4 and 5, as well as disunity responses of 1 and 2. All other quantitative statistics used the full 5-point Likert scale. Training is an essential part of ensuring the effectiveness of the response. The EADRA provides for the training of the staff concerned. The correspondence of responses and percentage correspondence between the responses in the 1 and the corresponding positions was 86.7 99.2% (Table 2). The agreement on classifications of disease response and control rates based on metabolic response and the best overall reaction of RECIST 1.0 was achieved with the McNemar test. These are EADs that could be considered as the main diseases of production losses. While there may be international trade losses and local market disruptions, they would not be far from a magnitude that would be expected from the economic impact. The main beneficiaries of a successful emergency response to the outbreak of such a disease would be the breeder or breeders concerned.
PHNs and CDs were the most confident occupational categories, with combined approval responses of 91% and 86%. The Bonn agreement also includes several common areas responsible for responding to incidents. For some of these common areas, there are also sub-regional response plans, such as the DenGerNeth plan for Denmark, the Netherlands and German reaction zones, the Mixed Plan for Canal Waters between France and the United Kingdom and the NorBrit Plan for the Offshore Zone between the United Kingdom and Norway.
